New York City, 1979. The Sanctuary is decadent bar in Lower Manhattan owned by a former prostitute, Dora Ramona del Pilar. An undercover police detective follow a lead on a human trafficking investigation. He discovers, hidden under The Zanctuary, rooms littered with Dora's foul sins and failed attempts at redemption.
